If you do any of the following activities, you need to register your business for an Upper Tier Waste Carrier Licence or a Lower Tier Waste Carrier Licence:
- Buy, sell, or dispose of waste (dealer)
- Buy, sell, or dispose of waste through a third party (broker)
- Transport waste (carrier)
What is a Waste Carrier Licence?
A waste carrier licence is issued by the Environment Agency (in England), Natural Resources Wales, SEPA (Scotland), or NIEA (Northern Ireland). It legally authorises a person or business to transport, collect, buy, sell, or broker waste – including scrap metal, household rubbish, construction debris, and commercial waste.
Who needs a waste carrier licence?
If you collect, transport, buy or sell scrap metal, rubbish, or other waste in the UK, operating without a valid Waste Carrier Licence isn’t just risky – it’s illegal. Whether you’re a sole trader picking up scrap from local businesses, a rubbish removal company, or a broker arranging waste movements on behalf of others, holding the correct licence is one of the most important compliance steps you can take.
The following professionals almost always fall under the Upper Tier or broker/dealer category:
- Scrap dealers
- Rubbish collectors
- Waste brokers

Why does a Waste Carrier Licence matter?
There are a few important reasons why a waste Carrier Licence is so important.
- Legal Requirement
Under the Control of Pollution (Amendment) Act 1989 and the Environmental Protection Act 1990, anyone transporting or dealing in waste commercially in the UK must be registered. This applies equally to scrap metal collectors, van-based rubbish clearance operators, and brokers who never touch the waste themselves but arrange its movement.
- Protects you from waste fines UK authorities actively enforce
Environmental enforcement in the UK has become significantly stricter in recent years, particularly around fly-tipping and illegal waste handling. Local councils and the Environment Agency now routinely check vehicles, stop scrap collectors, and audit waste transfer paperwork. Operating without a valid licence can result in:
- Fines of up to £5,000 4
- Vehicle seizure
- Criminal prosecution, which can include a custodial sentence in serious cases
- A permanent record that damages your ability to secure contracts or insurance
- Builds trust with clients and suppliers
Businesses, landlords, and members of the public are increasingly aware of their own legal “duty of care” when handing waste to a third party. If a customer gives their rubbish or scrap to an unlicensed collector, they can be held jointly liable if that waste is later fly-tipped or mishandled.
As a result, many commercial clients will now ask to verify Waste Carrier Licence details before agreeing to work with you. Holding a valid, checkable licence can make you a safer, more reliable choice, and can be the deciding factor between winning a contract or losing it to a licensed competitor.
